Baltimore, MD – January 9, 2011 – Signal Hill, a leading investment bank with a focus on growth companies, is pleased to announce today the promotions of Justin Balciunas, Managing Director, to firm Partner, Chase Sanders to Managing Director and firm Partner, Henry Sage to Managing Director and Franklin Staley to Director, effective January 1. Balciunas, Sage and Staley are based in Signal Hill’s Baltimore office, while Sanders is based in its Reston, Virginia office.

Mr. Balciunas has over 15 years of investment banking experience, primarily focused in the education, media, real estate, and lodging sectors.
Prior to joining Signal Hill, he was a Director at Merrill Lynch & Co. in the Real Estate Investment Banking group based in New York. Previously, he was a Vice President at Bear, Stearns & Co. in the Real Estate, Gaming, and Lodging Investment Banking group in New York. He began his career in investment banking at Alex.Brown & Sons.
Mr. Balciunas earned both his B.S. (cum laude) and M.B.A. from The Wharton School of the University of Pennsylvania.
Mr. Sanders brings over 20 years of total experience to Signal Hill, including more than 15 years of investment banking and advisory experience and five years as a CEO and entrepreneur. Mr. Sanders was Senior Vice President at Updata Advisors prior to its merger with Signal Hill in 2010.
Before joining Updata in 2007, Mr. Sanders was the CEO of Atlantis LLC, a residential home services business with more than 40 employees. During his tenure at Atlantis, he quadrupled the firm's revenue and profits, expanded its service coverage from one to eight states, and steered the company to numerous accomplishments and awards before successfully selling the business.
Prior to his stint as an entrepreneur, Mr. Sanders was the senior east coast software banker at Bear Stearns & Co. in New York, and before that served in the media and telecom investment banking group at Bank of America Securities. Mr. Sanders began his career as a corporate finance and M&A attorney in the Baltimore/Washington region with the leading firms of DLA Piper and Hogan Lovells, where he advised clients in the technology and telecom industries.
Mr. Sanders received a J.D. cum laude from Harvard Law School, a Master's in Public Policy degree from the Kennedy School of Government at Harvard, and a B.A. with distinction from the University of Virginia, where he was elected to Phi Beta Kappa.
Mr. Sage brings 10 years of private and public corporate advisory experience to Signal Hill with a primary focus on software companies.
Prior to Signal Hill, he was a Senior Vice President with FBR Capital Market's Technology, Media, & Telecom Investment Banking group. Prior to joining FBR Capital Markets, Mr. Sage began his investment banking career at SG Cowen focused on software and technology.
Mr. Sage received his M.B.A. from Haas School of Business at the University of California at Berkeley and his B.S. from Georgetown University.
Franklin E.W. Staley
Mr. Staley brings over 16 years of investment banking, private equity and transaction execution experience to Signal Hill.
Previously, Mr. Staley spent 8 years with Meriturn Partners, LLC, a private equity fund focused on middle-market special situations, where he was a principal and founding member. Previously, Mr. Staley was the CFO and VP of Strategy for Axcellis, an early-stage application software developer. Mr. Staley has prior investment banking experience with Cowen & Company and Lehman Brothers, and began his career with Chase Manhattan Bank.
Mr. Staley has an M.B.A. from The Amos Tuck School at Dartmouth College and a B.A. degree in economics from Kenyon College.
Mr. Staley currently serves as Vice President of the Josephine B. & Allen P. Green Foundation.
